A mailing address starts this, though a code is not a city boundary. County records use parcel and jurisdiction details, the postal service controls the assignment, and election rules limit any voter-file use. Confirm the mailing label first, then match the address to a parcel, identify the governing city or county office, and move to a street-level record when a lawful purpose supports it. That order keeps a Napa ZIP code directory tied to the right custodian and avoids treating an owner or permit contact as proof of occupancy.

Napa ZIP Codes by Area

Napa has two verified postal ZIP codes in the research record. The labels divide broad mailing service areas, not a clean outline of incorporated Napa. 94558 reaches into northern and western Napa and can extend beyond the city boundary. 94559 covers downtown, central, eastern, and southern mailing areas, with more than one named station. The exact address still controls the USPS result, so the table is a starting map, not a resident count or a neighborhood roster.

ZIPAreas CoveredPost OfficeNotes
94558Broad northern/western Napa mailing area including beyond city boundaryNapa Main, 1625 Trancas StreetMailing area is broader than Napa city limits; verify the parcel.
94559Downtown, central, eastern, and southern Napa mailing areaFranklin, 1436 Second Street; Wine Valley, 820 Randolph StreetMultiple stations; USPS controls the individual address assignment.

The notes matter for a postal directory because a postal code answers a delivery question. It does not establish a parcel's city status, owner, occupant, or legal jurisdiction. USPS can confirm a city, state, and ZIP combination. Napa County GIS and the Assessor tie a physical address to an APN and situs. City tools apply only after the jurisdiction is known. No official Napa source in the research supplies a ZIP-wide resident list.

USPS Verifies Napa ZIP Codes

USPS is the first check because its assignment controls the mailing label. For the postal check, use the official USPS city and state ZIP lookup before a Napa County parcel search begins. The exact spelling and city-state pairing returned by USPS should be kept with the address notes.

Napa ZIP code directory USPS city and state lookup screen

The lookup interface is a verification step, not a directory of people. The research also records an official USPS facility result, while the local coverage notes identify Napa Main, Franklin, and Wine Valley stations. That distinction is useful when a neighborhood name, postal station, and incorporated boundary point in different directions.

A USPS match should be copied exactly before moving into Napa County sources. That ZIP code result can settle where mail is routed, but it cannot show who occupies a parcel, whether an owner receives mail there, or which agency holds a permit. Those questions need a second source.

Napa ZIP Codes, City Limits

ZIP codes and city limits answer different questions in Napa. A 94558 or 94559 mailing address can be described as Napa even when the parcel sits outside incorporated city limits. The City Limits and Rural Limit Boundary GIS layer and the Napa County Public Map are better tests for which office controls a record. Water service, a postal label, or a Napa State Hospital service-area reference cannot by itself prove incorporation.

For record selection, read the result in layers. USPS gives the postal code. GIS supplies parcel shape, APN, situs, and boundary context. The Assessor supplies owner and mailing information through office access, while City eTRAKiT can handle address and APN searches for City permit and property records. A postal directory should hand off to the custodian that owns the next fact, not treat the postal label as a shortcut around jurisdiction.

Napa ZIP to APN

The Napa County Parcel Report Tool turns a known address into a stable APN. Its actual search modes are Address and Parcel Number. Address entry uses autocomplete: begin with the street number, pause for matches, and add street letters. Parcel Number entry also uses autocomplete; the APN ultimately appears as 12 digits without dashes. The report supports pan and zoom, annotations, shared views, saved JPG or PDF output, and printed parcel reports. Its sections can group aerial, environmental, boundary and jurisdiction, cultural, and county-permit information.

The APN is the bridge from ZIP to parcel, not a person list. A situs address is the physical location. A mailing address is where an owner receives notices and tax bills. They can differ for vacant land, a trust or business mailing address, or an owner who receives mail elsewhere. The County's property-address explanation distinguishes both, and the Napa County Assessor states that owner name and address remain public at the office but are not posted online as a general owner search.

That distinction blocks a common mistake. A parcel record can identify an assessed owner or tax-mailing lead without identifying everyone who lives at the address. The City eTRAKiT property search has Parcel Number and Address modes and property tabs, but the research did not verify the visible owner fields from a sample. Treat it as a jurisdiction-specific property tool, not a ZIP resident list.

Napa ZIP Search Steps

A reliable Napa ZIP workflow moves from postal verification to parcel identity, then to jurisdiction and street-level records. Each step narrows one uncertainty and leaves an audit trail of the address, APN, source, and date checked.

  1. Confirm the postal assignment. Enter the complete address in USPS city and state lookup. Save the returned city, state, and ZIP exactly as shown.
  2. Locate the parcel. Put the address into the County Parcel Report Tool, or use the Parcel Number mode when an APN is already known. Record the situs and APN.
  3. Choose the jurisdiction. Compare the GIS boundary context with the Napa County Assessor and the City property or permit route. Use City eTRAKiT only when the parcel falls within the City record path; otherwise check the County route.
  4. Follow up at street level. When a lawful personal research question needs address context, use the APN and verified street address in the Napa street directory. Do not infer a resident from postal service alone.

The voter path is separate. My Voter Status is an authenticated self-lookup with first name, last name, date of birth, and a California DL or ID number, or the last four digits of an SSN. Napa's voter-file application is limited to election, scholarly, journalistic, political, governmental, or regulated record-review purposes under California law. It is not a casual ZIP filter.

Napa Search Modes and Limits

The portal modes below show why no lawful ZIP-wide resident roll appears in Napa. The systems accept an address, APN, city and state, or an authenticated self record. None of those inputs means an agency has published a complete list of people living in a ZIP. Owner fields may require office access, and voter files require an approved purpose, identification, security controls, and limits on redistribution.

The Napa Tax Collector's online property-tax page reinforces the limit. It shows charges, special assessments, and paid or due status, but deliberately suppresses both owner name and address. The web tax roll therefore cannot turn a ZIP into an owner list.

When an existing record is not online, the fallback can be the Assessor office, the Recorder, a City or County property desk, or a focused California Public Records Act request. A useful request names the record series, address or APN, date range, and desired format. Agencies do not have to create a new ZIP-wide list simply because a requester asks for one.

Napa History Behind ZIP Lines

Napa's postal geography makes more sense against its record history. Nathan Coombs laid out the first townsite in 1847 between present Brown Street and the Napa River. Napa County formed in 1850. Napa incorporated on March 23, 1872 as Town of Napa City, then reincorporated on February 24, 1874. Those changes help explain why an address may sit in a city record, county record, or a historical source depending on the year.

The West Napa historic context statement reconstructs original boundaries street by street. For older addresses, pair that history with the APN, a filed map, an alternate address, or a legal description. The postal code is newer in the chain and should not be used to back-project modern boundaries into a nineteenth-century directory. A 2014 Napa Pipe annexation involving 151 acres is a recent example of jurisdiction shifting without proving a postal realignment.

Napa Service Areas and Subdivisions

Early-1950s subdivisions around Old Sonoma Road, Pueblo Park, Sierra Avenue, Monticello Park, Alta Heights, and Shetler created lasting city and county ambiguity. A current ZIP label can cover a place shaped by those development eras, while the City neighborhood pages describe geography rather than a resident roster. The City page says Napa has 26 distinct neighborhoods, yet the current navigation exposed 25 names. That mismatch is a reason not to publish an inferred ZIP-to-neighborhood assignment.

Annexation evidence belongs in a jurisdiction file, not in a postal list. Napa's Local Agency Formation Commission, or LAFCO, coordinates annexation. The City annexation form requests owner signatures, address and APN, sanitation or water service, Rural Urban Limit status, a project description, an eventual legal description or map, and a $5,000 initial deposit. Those fields explain how a parcel can change city coverage while the ZIP remains a mailing code. The form is a process record, not proof that any particular resident lives there.

That distinction is especially useful around institutional or service areas. Napa State Hospital is a local example in the research: a state facility's service area can shape how an address is described without making the address a city-limits marker. Check USPS, County GIS, and the responsible agency separately.

Napa ZIP Directory Research Gaps

A responsible ZIP directory should state what remains unknown. Research found no official Napa ZIP realignment year, no confirmed unique or PO-box-only ZIP, no authoritative exact neighborhood allocation, no per-ZIP population figure in the reviewed local sources, and no verified ZIP-wide owner portal. Commercial ZIP summaries should not fill those gaps with assumptions.

The terms below keep postal data separate from parcel and person records.

ZIP
A five-digit USPS code used to route mail through a delivery area. It is a postal label, not a city-limit, parcel, or resident register.
ZIP+4
Four extra digits that refine delivery within a five-digit ZIP. They improve routing but do not guarantee a household, owner, or occupant match.
PO-box ZIP
A ZIP used for post-office boxes or a station's box service. Napa research did not confirm a unique PO-box-only ZIP, so USPS should settle an individual address.
Unique ZIP
A ZIP assigned to one organization or institution rather than a broad neighborhood. No official Napa unique ZIP was confirmed in the reviewed research.
Carrier route
A USPS delivery grouping inside a mailing system. It helps sort and deliver mail, not define a public parcel boundary or lawful name roster.

For personal history or civic research, keep the source chain visible: USPS for postal assignment, GIS for parcel and jurisdiction, Assessor and Recorder for source records, and a lawful, specific follow-up for any person question. A ZIP code can narrow the map; it cannot establish occupancy. Using records to stalk, harass, or harm a person is prohibited.
